Amendment 0001: Questions and Answers. 1. Consider a quote for materials only. No. The Government will not consider a materials-only quote for this requirement. The solicitation is for a complete firm-fixed-price generator replacement, including all labor, materials, tools, equipment, supervision, removal of existing equipment, installation, electrical integration, commissioning, load testing, training, and closeout documentation. Offerors must submit a complete turnkey quote that satisfies the full Statement of Work. Materials-only pricing will not be considered responsive to the solicitation.
