NOTICE TO OFFERORS: SUBJECT TO AVAILABILITY OF FUNDS (SAF) and CONGRESSIONAL MANDATE 1.0. Availability of Funds: Pursuant to FAR 52.232-18 (Availability of Funds), funds are not presently available for this effort.
