NOTICE TO VENDORS A Question and Answer period has been added for this solicitation. Please use the attached Excel spreadsheet to submit all questions and answers. All vendor questions must be submitted no later than May 29, 2026, COB. The Bureau of International Narcotics and Law Enforcement Affairs (INL) has undertaken the P4000 program to address the insufficient number of Haitian National Police (HNP) officers and expand their capacity to address the extreme levels of urban violence.
