Contract Description
NOTICE OF INTENT This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions” US Army Corps of Engineers, Portland District intends to award a sole-source contract to National Institute of Building Science(NIBS). The purpose of this requirement/action is to provide the United States Army Corps of Engineers (USACE) annual subscription for the Bidder Inquiry service(ProjNet- BID) web service application and guidance IAW the Statement of Work (SOW) The statutory authority for this non-competitive acquisition is Federal Acquisition Regulation 13.106-1(b)(1)(i), single source (including brand name) under the authority of the simplified procedures for certain commercial items. 1.1.
