Pre-Solicitation Notice Other Than Full and Open Competition This is a pre-solicitation notice to inform that The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) will be soliciting for Project Facilitator (PF) Services under NAICS 541690 to support the VISN 2 Bronx VAMC Energy Savings Performance Contract (ESPC) via a direct sole source SDVOSB contracting authority under FAR 13.106-1(b)(1), Public Law (PL) 109-461, and 38 U.S.C 8127 Veterans First benefits program.
