Synopsis for Project Facilitator IDIQ Title/Subject: VA Project Facilitator Services IDIQ The Department of Veterans Affairs (VA) intends to issue a solicitation for a multiple award, five year, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide project facilitator services in support of Energy Savings Performance Contracts (ESPC) and Utility Energy Service Contracts (UESC) at VA facilities nationwide. The resulting contracts will support VA s energy resilience, reliability, and efficiency objectives by furnishing experienced, unbiased advisors to assist VA acquisition and technical teams throughout the development, award, and post award performance of ESPC and UESC projects, consistent with federal performance contracting guidance.
