AMENDMENT 0005 (July 23, 2026): The purpose of this amendment is to (1) Formally amend and conform the submission instructions and evaluation criteria for Factor 4 (Past Performance) and Factor 5 (Price) across all Phase II Task Order Requests for Proposals (TORFPs); and (2) Issue official Government responses to Phase II Vendor Questions & Answers (RFIs 1 through 22). Refer to attachment "6913G626R200002 0005" provided. The proposal due date and all other solicitation provisions and requirements remain unchanged.
