Contract Description
This contract action was fixed-price. Due to the proprietary security and fire alarm monitoring system installed, Universal Security & Fire Inc is the only vendor capable of providing the required security and fire alarm monitoring services. No other company has access to the proprietary system, which includes intrusion, motion, temperature, and fire alarms. Based on this, the VA Rule of Two cannot be met. Therefore, this requirement must be sole sourced to Universal Security and Fire, Inc. IAW FAR 6.302-1 and FAR 13.106-1(b) and for proprietary reason.
