Site Visit: August 06, 2026. 1. Introduction The U.S. Army Contracting Command - Rock Island (ACC-RI), in support of the Project Lead for Joint Services (PLJS) are currently seeking interested sources for the construction of a new contaminated waste plant, rehabilitation of a building, replacement of a lift station, and demolition of current buildings at Lake City Army Ammunition Plant (LCAAP) using the Other Transaction Authority (OTA). 2. OTA Overview The Other Transaction Agreement (OTA) is designed to foster a flexible teaming arrangement between the government and industry dedicated to innovation and modernization. 3.
