Contract Description
Introduction: The U.S. Army Mission and Installation Contracting Command (MICC) intends to award a firm-fixed-price, sole-source contract to the Jo Carroll Depot Local Redevelopment Authority (JCDLRA) for caretaker services at the former Savanna Army Depot Activity (SADA) in Savanna, IL. The authority for this non-competitive action is 10 U.S.C. 3204(a)(5) as implemented by FAR 6.103-5, “Authorized or required by statute.” The award is statutorily authorized under the Base Realignment and Closure (BRAC) Act, which grants the Secretary of Defense special authority to enter into agreements with local governments and Local Redevelopment Authorities (LRA) for services at military installations to be closed.
