Patent and Trademark Guidelines Part 6.1.1 - Synopsis Technical Surveillance Countermeasures (TSCM) Services Notice ID: ACQ-26-0684 June 15, 2026 The United States Patent and Trademark Office (USPTO) has a requirement for Technical Surveillance Countermeasures (TSCM) Services for a 12-month base period and four, 12-month option periods, beginning on the date of award. The anticipated award date is June 25, 2026. The USPTO is exempt from various public procurement laws, including parts of the Competition in Contracting Act pursuant to the Patent and Trademark Office Efficiency Act (PTOEA), 35 U.S.C. § 2(b)(4)(A).
